The New York Chapter of the Society for Professional Services will host a program on Planes, Trains & Automobiles: The Transportation Sectors.  Speakers from various Transportation agencies and Airlines will discuss up and coming infrastructure projects in the NYC Tristate area. There are existing projects with opportunities for services in expansions and improvements of facilities as well as new projects in the pipeline awaiting budgets. Gregory Del Rio

Associate, Director of Transportation

Langan Engineering & Environmental Services

 

Mr. Del Rio is the Director of Langan’s NYC Transportation Department. He has a diverse background in traffic engineering, transportation planning, and civil engineering. He has been responsible for project management on large private and public projects, master plans, transportation planning, transit planning, terminals, highway infrastructure and traffic engineering projects. In addition, Mr. Del Rio has experience in various fields related to toll road development including investment grade traffic and revenue studies, as well as technological applications to toll road operations, particularly new toll collection systems.

 

Del Rio’s projects include Grand Central Terminal Revitalization, the New Meadowlands Football Stadium, Brooklyn Bridge Park Master Plan and planning efforts for the post-9/11 World Trade Center Site. Toll road projects include implementation of E-ZPass and High Occupancy Toll (HOT) lanes on various toll facilities and international border crossings.

 

Del Rio is a registered Professional Engineer in the state of New York, with over 20 years of transportation project experience throughout the United States and South America. He possesses dual Bachelor’s degrees in Civil Engineering from Polytechnic University and Mathematics from Fordham University.

Joseph Jarrin

Deputy Commissioner for Finance, Contracting & Program Management

New York City Department of Transportation

 

Joseph Jarrin was appointed Deputy Commissioner for Administration on July 16, 2007, and later designated Deputy Commissioner for Finance, Contracting, and Program Management on November 5, 2007. In this position, he serves as the Department's Chief Financial Officer, overseeing the offices of Financial Management and Analysis, Grants Administration, Capital Program Management, Fiscal Affairs, and the Agency's Chief Contracting Officer (ACCO).

Before joining DOT, Mr. Jarrin served for ten and a half years in the Mayor's Office of Management and Budget (OMB). From 2003 to 2007, Mr. Jarrin was Assistant Director at OMB for Fire, Parks, and Sanitation, managing the taskforce responsible for the oversight of a multi-billion dollar portfolio of city services including waste collection and disposal, emergency response, and public recreation. He worked very closely with various city agencies on major initiatives such as the Long-Term Solid Waste Management Plan, the Integration of 911 Call-Taking and Dispatch Operations, and several park expansion and economic development programs. From 1999 to 2003, Mr. Jarrin was Transportation Unit Head at OMB, overseeing the budgets of DOT, the Taxi and Limousine Commission (TLC), as well as City subsidies to the Metropolitan Transportation Authority (MTA) and private bus operators. From 1997 to 1999, he was an analyst at OMB focusing on DOT and the MTA. In 1996, for eight months Mr. Jarrin served as a graduate intern in DOT's Division of Bridges as well as the DOT Budget and Capital Program Management office.

Prior to joining City government, Mr. Jarrin worked as the International Sales and Circulation Supervisor for Thomas Publishing Company. He holds a Bachelor's degree in Economics from the University of California, Santa Cruz and a Master's in Public Administration from New York University's Wagner School of Public Service.

Joseph F. Trainor, P.E.
Senior Vice President and Chief Engineer
MTA Capital Construction

 

Reporting to the President of MTA Capital Construction, Mr. Trainor is responsible for the design and construction of the extension of the #7 Line to the far west side of Manhattan, and the new South Ferry Terminal. As Chief Engineer he is responsible for the technical integrity of all Capital Design and Construction.

 

Mr. Trainor was in charge of the reconstruction of the 1 & 9 subway line in Lower Manhattan from Chambers Street to South Ferry in 2002. A major section of this line was destroyed as a result of the attack on the World Trade Center. Construction was awarded in February 2002 and the subway was placed back in service September 15, 2002.

 

Mr. Trainor is a graduate of the New York State Maritime College at Fort Schuyler, Bronx, New York. He has a bachelor’s degree in Marine Engineering and a Federal Coast Guard license as Third Assistant Engineer. Mr. Trainor is a graduate of Harvard University’s Program for Senior Executives in the State of New York and New Jersey.

 

David Tweedy

Chief of Capital Planning

The Port Authority of New York & New Jersey

 

David Tweedy joined the Port Authority in June, 2008 as Chief of Capital Planning, with responsibility for World Trade Center construction as well as overall capital program oversight. Mr. Tweedy has worked for years in both private and public sector positions, most recently as a Management Consultant for Parsons Brinckerhoff.  Before that he was First Deputy Commissioner at NYC’s Dept. of Environmental Protection, and he also served in various management and executive positions at NYC Transit. Mr. Tweedy also spent time earlier in his career in finance positions at several New York City banks and at International Paper Co. He has an MBA in finance from Columbia and an undergraduate degree in English from Yale.
